You are looking at a Harley 45 3 bolt intake manifold. By using the casting number 428 - 43 Palmer's "How to Restore your Harley Davidson" says this is for the 1944 - 1945 WLA, 1943 WLC, and 1944 - 1952 WL solo models. As shown this is brass or bronze. This takes 1 7/8" nuts. Palmer says this is the longer version of two possible. ( 2 1/2" wide ) He gives two part numbers - originally 1107-36A - New# 27024-36.
I went to a 45 Restoration website and they say the same manifold works from 1936 - 1952 so I am guessing this will work from 36 to 52 but may not be correct for a restoration. Most likely some were cast steel.
I have done my best to properly identify this but please do your own research!

NADA asks U.S. to suspend clunkers program
Thu, 20 Aug 2009National Automobile Dealers Association officials asked the government to suspend the cash-for-clunkers program because a survey by the group found that the $3 billion fund has been exhausted, NADA Chairman John McEleney said. "We asked them to put a halt to the program--I think we said 'very soon'--but a suspension at midnight tonight would make sense," McEleney said in an interview Wednesday. "Our survey opened the eyes of the Transportation Department." A suspension would allow dealers to submit all pending claims and permit the government to process them so that a precise determination could be made of how much money, if any, is left in the program, he said.
