Genuine Honda side cover grommet. If your side cover has two slots in the top of it, they fit over this style grommet. Sometimes these get lost or stiffen up due to age, pick up a new set and try not to crack those precious side covers!
The CB550F used this grommet to hold part of the wiring harness to the frame, but they were not used on the side covers.

Government’s Cash For Potholes Plan Gets Underway

The Government has set aside £168 million to mend the nation's broken roads, spread across 148 councils.
