Of the 3,000 drivers surveyed for the quarterly publication, 77% also want theory and practical driving skills to be taught in schools, while 60% are convinced the coming fixed penalty fines for careless driving will do nothing to benefit safety. Car insurance premiums 'too high'

The Competition Commission believes that too many drivers are footing the bill for unnecessary costs incurred during the claims process following an accident. These costs are initially borne by the insurers of at-fault drivers, but they feed through into increased insurance premiums for all drivers.
