This is a genuine original NOS parkbrake cable used on 67-69 Ford Truck, F100/250 with two wheel drive (4 x 2). P/N C7TZ-2853-A. An excellent original Ford product that measures 77 3/4 inches.

What it really means is that it was and is still NEW and has never been installed on a vehicle.
