Here is a brand-new American-made 100% wool polishing/cutting pad.  It has a center hole to bolt on, not Velcro.  The back of the pad has a flat portion about 6-1/2" in diameter, with a turned-up edge beyond that.  The photo shows all I have for sale but the price is per each 1, not the whole group.
