Aftermarket part, carries no name or part number. A couple people have mentioned that it could be a STEEDA part but I can't confirm.
Likely a rear bumper support, but looks like it may have been mounted on the front at some point as it has holes drilled for fog lame mounting.
EXTREMELY light, probably not something to use on a street car

Crash driver ran up £95k hire bill
Wed, 26 Mar 2014A TRAIN GUARD ran up car hire bills of more than £95,000 after his £8,000 Mercedes was written off in an accident, a court has heard Sameer Umerji, from Bolton, Greater Manchester, entered into a credit hire agreement with a car rental firm which ran for around 18 months, judges were told. Detail has emerged in a written ruling by the Court of Appeal - after Mr Umerji and insurers became embroiled in litigation. One appeal judge, Lord Justice Underhill, said the car hire sum was "remarkable" given the value of the Mercedes.

Sat, 17 Sep 2011VW Nils revealed at Frankfurt There have been quite a few of these very small, go-kart-style urban commuter cars cropping up of late, but perhaps the Volkswagen Nils is the most promising. The most promising because if – and it’s a very big if – commuters take to the idea of a grown-up version of a soap-box Kart with an engine for getting to work, the VW Nils will possibly offer the best combination of practicality, refinement and cost. Yes, there’s the Audi Urban Concept to consider, but that will be more expensive (there’s a reason Audi makes VW 40% of its profits), so if commuters do actually find appeal in this route then the Nils is probably the front-runner.
