BMW has unveiled this rolling testbed for its electric car strategy - the new Concept ActiveE - at the 2010 Detroit motor show. It's a fully electric BMW and a hint of what's to come through the long-range visionary Project i plan which will reshape BMWs for the 21st century.No prizes for guessing it's based on an existing BMW production car, the 1-series Coupé. But the hardware underneath is designed to percolate across the lower echelons of the BMW range, starting with some exciting new bespoke electric cars.The ActiveE is the first fully electric BMW and follows in the treadmarks of the Mini E. Overseas embassies in London refuse to pay £77m on Congestion Charge

ALESSIA PIERDOMENICO, Newscom, RTR More than £75 million in Congestion Charge fees is owed by London’s foreign embassy staff who refuse to pay it. The staggering figure is revealed in a report which names and shames 71 countries which have each racked up debts of more than £100,000 since the scheme launched in February 2003. According to figures compiled by Transport for London (TfL) and seen by MSN Cars, the total amount outstanding from them – up to 14 January 2014 – is a whopping £76.9 million.

SAIC European Design Centre Brands MG and Roewe Established 2010 (in current guise) Location Longbridge, UK Staff 35 Studio leader Martin Uhlarik SAIC's presence in Europe is limited at best through its MG brand, but if its sales are almost exclusively concentrated in its home Chinese market currently, MG's design roots are firmly planted in its spiritual British soil. All current Morris Garages cars – the MG6, 3 and 5 (in chronological order) as well as the CS concept shown at the Shanghai motor show in April – are products of SAIC's European Design Centre in Longbridge, near Birmingham in the English midlands, albeit finalized in Shanghai. The studio was opened in 2010 after a £5million investment in SAIC's UK Technical Centre but such are the ambitions of the company that it has already received a further £1.5million investment to almost double its size.
