A Buick '.center cap.  Tri-sheild, red, white, and blue.  Chrome sides. 
Stamped on the inside under the circular plate 10214495.  All five clip/hooks. 
In used condition with scuffs and general wear from being on a vehicle previously.  Still shiny and in good condition, see pics.
