Hello, this is a Pete & Jakes #2007 Transmission Crossmember.  It bolts to the inside of Model A boxed frame and is designed to work with a SB Chevy - 350 Turbo Tranny Combination and a Pete & Jakes Manual Brake Pedal.  Check out photo #3 for the part in action on a complete Pete & Jakes Model A Chassis.
