From quick research think this is a 1978 Johnson javelin 85 hp cowl hood cover.  See pics for details. The rear has a banged up section doesn't look too hard to fix. The seal is in poor shape.  Otherwise it is solid and should fit onto most Johnson and evinrude V4 outboards of similar years.
