This metal holder holds 2 fenders/bumpers - which are NOT included.  The first picture with holders is to show how the 2 pieces go together to hold 1 pair of fender/bumpers.  This holder was used on a 27 ft. Cabin Cruiser.  Paid $115.00 for this new.  Hardware to attach this to your boat is not included.
