I have an 70 HP Chrysler Outboard  Lower Unit.

Removed from SN 1596, Model Number 709 HOAN that I am parting out

Lower Unit turns over just fine and can be shifted into forward and reverse with no catches.  

I would suggest replacing water pump prior to use
