Here we have an Emergency Foot Parking Brake 

Pedal and release handle work

I don't exactly know what this came off of and it wasn't marked by the mechanics. I did a little searching and found out that it most likely goes to a Chevy Car / Truck due to the long completely straight back part of parking brake plate.
