This is a 1/4" phenolic insulator that fits the 1904 Holley Ford Carburetor and helps prevent carburetor boiling or heat soak.   This has a bolt spacing of 2-11/16" on center with a bore of 1-1/2" in diameter.  Any questions please email at Dashman's Hot Rod & Speed Parts.
