I'm going to sell this for parts.Because I have no idea how to test it but it Looks like it's never been used when you plug it in the yellow light flashes and does not go off. It does not turn green or anything.So i'm guessing that you have to hook the batteries up first  to charge.  it will be sold as is. I'll answer any questions.I can check out my other listings on eBay.Thank you
