Pre-owned.  The elastic in the overall straps is no longer good, but the straps can still function when fitted appropriately . I did not find any rips, stains or holes or other significant flaws.  See photos for details and actual measurements. 

I recommend measuring your favorite shirt and comparing to the measures in the photos to ensure proper fit.
