Usually these cover plates become sloppy when the curved Dzus spring below the wing skin deforms toward the sheet metal.

If the fuel tank is removed for any reason you can strain the spring away from the surface, or choose a shorter Dzus fastener, but if you didn’t do either of those, and it has left the airframe in flight, TYC is here for you!
