This part looks as never installed, although the rope hangs out about 2 inches as it has been stored since around year 2000. The spring I believe has lost a bit of tension from sitting so long & should be wound up a bit, but it pulls fine and rope returns to a bit out. I bought it in a kart buyout & i am sure the person had it for a spare. I have not looked up the current price so The price I have this listed for is less than 1/2 the going discount price.
