Dilute Potassium Hydroxide by adding 11grams of solid to 1 litre of water.

USE quality resistant materials such as Polyethylene containers / beakers to measure the required volume of acid/alkali. Always add alkali to water , never add water to alkali ( remember your High school chemistry teachers warnings)
