A hydralic release unit is in place so that if a boat or ship is sinking and the crew don't have time, or can't make it to the liferafts to deploy them, this will when the boat sinks be activated by water pressure and will release the liferaft pods which will come popping up to the surface of the ocean in the event of a sinking.   Without these the liferafts will find a watery grave with the mother ship and the people in the water will be without a raft.

So most likely you dont need one but even so quite a cool nautical device.  MFG. 1983

A key driver of the Chevrolet Volt project is defecting to start his own consulting firm, according to published reports. Volt chief Bob Kruse, 50, has left General Motors. He's been replaced by GM engineering veteran Micky Bly, who has also been involved with development of the Volt.
