This is a new, in-line 3" diameter blower. Powered by 12V.  Can be used for engine forced air injection, helmet cooling, cockpit ventilation or wherever you want to move air in a 12V DC environment. Common use is in boats of course to ventilate the engine compartment for gasoline fumes before starting engine.
I unsealed this from the original package to test it since I  did not actually buy it new myself. I tested it on the car battery and it runs like a new one would...really moves some air. Yellow is HOT wire. Has mounting pad with two holes.

GM delays innovative new diesel truck engine

General Motors' deteriorating financial situation has caused the company to delay one of the most advanced engines that it has ever designed, a 4.5-liter diesel for light-duty trucks. "We have to make tough decisions right now," GM Powertrain spokeswoman Susan Garavaglia said. Truck enthusiasts were eagerly awaiting the engine, which would have started production next fall at GM's plant in Tonawanda, N.Y.
