This is an NOS 1939 1940 Mercury Ignition Lock Cylinder w/ 2 Hurd keys and tag 
NOS, but one key nickel plating is slightly discolored/ shelf worn. See photos.

Fits:
1939 and 1940 Mercury
Very rare to find!  Unique only to these years and application.  Longer than the typical Ford/Hurd Ignition cylinder.
