Stainless steel thrust rod for outboard motors, with retaining pin. This came in a box of Nissan/Tohatsu outboard parts, but it doesn't look like most of theirs - this one has the hole and retaining pin at the tapered end, rather than a toggle keep. Rod is 9" between the pinch stops at one end, and the clip hole at the other. Overall length is 10.5" Diameter is 0.475", or 12mm. Appears new, but I can't be sure.
