IT IS MISSING THE COPPER CONTACT FOR THE HORN. PLEASE REFER TO PICS. IF YOU NOTICE ON THE FRONT SIDE, THE LITTLE COPPER PIECE AT THE TOP CENTER IS SUPPOSED TO BE LONGER RUNNING DOWN THE RIGHT SIDE. IF YOU ARE GOOD AT SOLDERING, YOU CAN REPLACE THE COPPER STRIP AND IT WILL WORK FINE.
