We have a HUGE box of these of many types, we bought from a guy in a truck over 10+ years ago.
Believe them to be for a vintage camper or mobile home or casement window.
Believe this to be a Right Handed operator. Tried to do my research but got overwhelmed because we have so many.

This one was taken out of the never opened bag to check operation. Spins/turns freely 11-12 cranks after little W-D. It is made by WCM Quality Replacement Window & Door Hardware Co. - for Residential & Mobile Home.  Bag says 1740P. Stamped on item is WCM.\

This one measures:

2 2/8" wide at bottom
1 5/8" wide at top to the downward portion, 2" total at top with bump
1 3/8 " tall
1/2" thick
9/16" hole diameter (inside)
1/4" tube/hole length
3/8" long crank (not including where handle goes) - 3/4" total length of crank

As a young boy in the early 1960s, I would trek solo to our local auto show in Minneapolis, Minnesota. While other boys and their dads would make a beeline to the latest Corvettes and later American muscle cars, I would always head first for the Jaguar stand. I found the combination of different styling, luxurious wood and leather interiors and promise of fast travel through landscapes that were foreign to me to be intoxicating.
