Wheels have been in storage for many years, I lightly cleaned them with a brillo pad to take off what appears to be cosmoline or Vaseline. These will polish back to original with minimal effort in my opinion. I am not sure of  year , guessing around mid 70's. Not much brake dust or pitting. Looks like they were taken off early in their life. Ebay shipping calculator has been retarded lately, figure around $25.00 a wheel. I will dismount tires and box for shipping. Rims are sold "AS IS" Please ask  any and all questions before you buy.
