We just received this email (7/7/2017) from the U.S. Coast Guard. We hope this will clarify this artifact. We have tried to source the information for this historical piece of US Naval technology.
"If I am not mistaken, the device in the photos you sent is a rudimentary passive torpedo acoustic detection array that many Liberty ships were outfitted with to alert them to a possible torpedo attack from an enemy submarine. The meter, I believe, is calibrated in decibels, and the blunt end of the long cable is the single passive acoustic hydrophone, which was trailed in the water behind the Liberty ship. I have read about this array, which was developed around 1943 or so just for use by merchant vessels, but had never seen a photo of one before. The array was only intended to pick up the high frequency sounds of a torpedo propeller, but was not designed to indicate the direction of the torpedo noise (unlike modern day passive acoustic arrays). If confirmation is important, you might want to send these photos to the Naval Undersea Systems Center, or possibly the Naval Undersea Museum in Keyport, WA, and they may be able to confirm it for you. This is the new Renaultsport Clio 200 Turbo. And as those last two words signify that although this new Clio RS has no more horsepower than its predecessor, it is now turbocharged. Outgoes the old hot Clio’s naturally aspirated 197bhp 2.0-litre engine, in comes a blown 1.6 with the same output, and rather than a six-speed manual gearbox the front wheels are now only driven via a double-clutch gearbox.

It marks the end of the road for the Anglo-French collaboration, leaving Renault the sole owner in Société des Automobiles Alpine. Today’s announcement terminates the 50-50 partnership signed in November 2012 between the two companies, a partnership that started with the promise of building two sister sports cars, one from Alpine and one from Caterham.
