I picked up this piece at an old racers estate sale, has sat out in the weather, but does not look defective.  This fuel cell filler and roll-over valve are for a larger tank because the bolt ring (that goes inside the tank) measures 8" by 12" oval.  The only name or badging says "Professional Racing Equipment".  The roll over valve does operate properly, but I don't know what the blue tube is for, nor do I know if any parts are missing- - -for sure the gasket is missing.
