This auction is for a vintage harmonic balancer/steering wheel balancer tool for old cars.  It pulls off the steering wheel.  This one was used for a 1962 Chevy Impala.  The piece is old and has some light rust but does work.  The screw still spins.  The crow foot measures 5" long and just over 4" wide.  The screw measures 6.25" long.  Thanks for looking.
