Complete as shown (including the original side clamp plate that is relieved in the center). The first couple of threads are pulled out of the threaded side from using too short of bolts (see photo). GM and Chrysler in merger talks

Reports in the New York Times and Wall Street Journal say the talks have been underway since the start of October 2008, and sources close to the possible deal put its chances of success at ’50-50’. All three US car makers have seen their sales decimated in recent months and have been forced to deny that they might seek bankruptcy protection.
General Motors halts Hummer production until sale is completed
Thu, 14 Jan 2010General Motors will stop production of Hummers at the end of this week as the automaker waits for Chinese regulators to approve the brand's sale to Sichuan Tengzhong Heavy Industrial Machinery Co. Output of Hummer H3 and H3T models at GM's Shreveport, La., plant will resume once the pending acquisition is completed, Hummer spokesman Nick Richards said. Richards declined to specify what issues remain to be approved by the Chinese government.
GM to invest $2 billion in 17 plants
