This is a Model A or T Wire Wheel.
The outside dimension of the wheel is 18 5/8 inches in diameter.
The hub center is 3 5/8 inches in diameter.
The wheel does have some rust as you can see from photos but you can see some of the original paint still on the wheel.

This year, for the first time, our Car Design of the Year Awards were voted for by a jury of 12 professional car designers, adding an extra layer of gravitas. UAW: GM, Chrysler may not need additional federal funds
Tue, 06 Jan 2009UAW President Ron Gettelfinger said today that General Motors and Chrysler LLC may not need additional federal loans beyond the $17.4 billion approved by the White House. "If we can get by without more money, that's what we want to do," Gettelfinger told Automotive News in an interview at Solidarity House in Detroit. He said how well the money holds out will depend on sales volume this year.
