This sale is for a Signal Flare Model 400 Turn Signal Switch by Signal Stat Corp. probably manufactured before 1950.  I would give the chrome finish a B+, considering its age. It needs interior cleaning and rewiring. The arm moves and stays in both directions, but I do not make any guarantees about anything else.
