Vintage Zenith 2CV Citroen Carburetor Type IN, VO4 029, 28 IN, Dated 63 12 17. 

Has been out of use for many years, it's not stuck. As best I can see without dismantling it seems good, but it will need thorough cleaning inside and out, probably some gaskets. 
The O.D. of the intake opening as about 1-1/2" diameter. 
Height is 4-1/4". 
The manifold bolt spacing is about 1-7/8"
The last photo shows with the air cleaner, this is NOT included with the carburetor, this is only to show how it is fitted. The air cleaner will be listed following this carb listing in case you need that item.

Bondholders snub GM, bankruptcy filing likely

Nowhere near enough General Motors bondholders agreed to exchange their debt for stock before a midnight Tuesday deadline, making a bankruptcy filing by the automaker highly likely. GM had set a threshold of 90 percent of the $27 billion in bond debt it wanted to exchange for 10 percent of the stock in a reorganized company for the deal to take place. In a statement Wednesday, GM said the amount of notes tendered was substantially less than the 90 percent target.

A very rare 1935 Mercedes 500 K Roadster owned by Dutch collector Frans van Haren has been declared the property of the heirs of the car’s first owners. When Frans van Haren, a Dutch car collector, bought a rare 1935 Mercedes 500 K Roadster at RM Auctions Montery sale last year he knew there was no declared history prior to 1970. Even so, he paid almost $4 million for the car.
